Türksat 6A, the first communication satellite of Turkish engineers, took off to begin its mission in space and was launched into orbit from the Kennedy Space Center in the USA. Minister of Industry and Technology Mehmet Fatih Kacır stated that this was a historical moment at the ceremony held at Türksat’s Gölbaşı campus. President Recep Tayyip Erdoğan said, “We have entered a new phase in satellite production with Türksat 6A.” Minister of Transport and Infrastructure Abdulkadir Uraloğlu stated that the first signal was received successfully. Congratulations to Ctech, Türksat General Manager Hasan Hüseyin Ertok, all our TUYAD corporate members and our country.
As natural disasters have become more common and intense lately, infrastructure is being damaged and new solutions are required. It is important to use existing communication tools in place. Satellite technology has many useful uses for minimizing the impact felt from these devastating events.
In order to establish communication with different regions in the same geography in the event of a disaster, uninterrupted communication to the Internet via satellite antennas, data transfer through satellite technologies, which are the common areas of use of all communication tools, can be provided from anywhere and uninterrupted technology transfer.
A continuous and uninterrupted access to the broadband internet system can be provided from anywhere in the world with satellite antennas. Satellite antennas are not just a means of watching TV.
In many parts of the world, for example in New York, people may prefer satellite internet. In 2010, there were 450 thousand satellite internet preferences in this city alone. Or, dish antennas are used to access the internet in places where cable and fiber still cannot go. Cable and fiber connection is not required to access the internet network accessed by dish antennas. Satellite internet can be preferred as an alternative to cable and fiber for individual use.
Satellite internet technology has the power to receive and send important data by simply providing energy without any hindrance when a disaster occurs.
Satellites sit securely above the earth’s atmosphere and provide communication to address wide geographical locations, there will be no obstacle in front of them to interrupt communication.
When broadband internet is reached, it will be possible to communicate information with each other in data centers, which are the common meeting place of all networks.
Instead of damaging the underground cables in an earthquake, tsunami, flood or hurricane and waiting for their repair process, emergency satellite systems will provide communication immediately.
Broadband satellite internet systems are VSAT applications. With the right planning and application, many lives and property can be saved in an emergency by communicating.
In particular, VSAT satellite systems, which are easily installed and commissioned in the event of an earthquake, will immediately transmit the status of the region or, if there is a fire, the images or the degree of coldness to the relevant people.
VSAT KA-KU band satellite internet systems allow teams to establish emergency communications even when terrestrial forms of communication are down. In addition, they are very suitable technologies for continuous communication in mining, farm or sea areas where there is only electricity and no infrastructure in the normal period.
The satellite communication system consists of two main elements, the ground station and the satellites in space. The communication between them is provided by the so-called satellite dish antennas.
The biggest advantage of satellite communication systems is that they provide simultaneous communication to many users within the global coverage area in locations where there is no terrestrial infrastructure, and they become almost the only communication source in natural disasters.
All of this demonstrates that satellite technology is a vital component of disaster relief efforts today and in the future.
Various organizations have been formed for the commissioning of this important system in the event of a disaster. Manpower and knowledgeable manpower are needed not only for the existence of the system, but also for its activation in the event of a disaster.
The address and contact information of the people who are given pre-disaster training are collected in one center or even in several centers, and this information is also available for use by international aid organizations.
In our region, TUYAD carries out these training activities and has directed previously trained VSAT installers to the region in the last earthquake. Now, by training more experts, many people who will put the systems into operation in a disaster that may occur all over Turkey have already started to be registered in the system.
NASA launched the Earth Science Disasters Program in 2006 to use its key space-based assets to save lives and property in times of crisis. They analyzed the information from his satellites.
As you can see, it is possible to monitor and study a wide variety of disasters via satellites. Governments and private companies around the world are using technology to provide targeted, efficient assistance to disaster areas. As the consequences of climate change increase, satellites, along with data-collecting analytics software, will become more effective at predicting natural events and subsequent relief efforts.

During a disaster, of course, experts are needed to work on the rescue of the wrecked. Health teams and fire extinguishers are also needed. Security forces are also needed. TUYAD Board of Directors Meeting was held on Thursday, June 17th. The decisions taken at the meeting will be implemented by the relevant committees. With a joint decision, TUYAD is against any kind of password sharing and illegal lovers.
Sectoral current situation assessment has been made and support will be given to carry out studies for the best formation of market conditions. In the pandemic, the economic situation of the sector and solutions to the problems that will occur in the future after Covid will be offered.
It has been decided to visit TRT, Ministry of Commerce, General Directorate of Market Surveillance and RTUK with the participation of the determined delegation of Ankara institution visits.
It was decided to establish sanctions to prevent unfair competition among electronic industry companies, which are among the targets of TUYAD, and to support the application of TRT banderol on monitors containing addressed products.
The issue of solving the licensing problem of internet TV broadcasters, OTT and internet television broadcasting, which is on the agenda and doing non-standard work, was discussed. The establishment of the principles for the implementation of the TUYAD Free IP TV application within the framework of legal procedures, instead of illegal servers, has also been on the agenda.
Due to the growing unfair competition conditions between receiver and TV manufacturers, measures will be taken before penal sanctions and sectoral threats. It has been decided to carry out a URGE study in order to realize the reflections of price increases especially in imports and in the transportation sector, and in order for our sector companies to have a say in the international market.

According to the data for the year 2012;
Out of 19 million Tv watching points, the number of satellite antenne subscribers, cable Television subscribers and digital platform members are 12.3, 1.6 and 4.7 million respectively while the remaining audience prefer local antennes.
The majority of the audience prefers satellite antenne as the figures above show.
The number of buyers of satellite antennas sold in Turkey in 2012 has been 3,816.000 pieces. 1.542.000 of these antennes have been sold with the purpose of transition to new HD technology .
It is anticipated that the number of digital and/or high- definition channels transmitted through the satellite shall increase and the satellite antenna shall be prefered more as soon as Türksat 4A and 4B satellites go live.
Land-based digital/ numerical broadcasting and its future
DVB-T2 broadcasting shall commence in 2013. Land-based digital DVB –T2 shall be applied through MPEG 4 system . Analogue broadcasting shall be totally closed in 2015 and the land-based broadcasting shall only continue digitally.

Nowadays, rising generation communication and need demands of all consumers from individual users to corporate companies increase the need of wideband internet usage. After the developing of communication infrastructure, these needs are tried to satisfy by wireless communication organs like Fiber Optic, 3G/4G and Wi-Fi. Although these kinds of communication infrastructures are in many places, the satellite communication is an alternative come to mind in the places that don’t have enough substructure or need in high quantity of investment for setup cost.
Increase in wideband communication needs depending on developing technology and high costs and expensive equipment in Ku and C band substructures promote people to use Ka band satellite systems. Under favour of Ka Band satellite technology, wideband communication services are able to offer high speed and low equipment. The same frequencies could service to users from satellite footprint. By this means, it happened possible to reach higher satellite capacities and as a consequence of this, Ka band internet access prices became to be able to compete with terrestrial wideband services. Nowadays, HD video usage became pretty popular. For HD video broadcast by Ku band satellites, more satellite capacity and big and expensive equipment usage are needed. VoIP
Our group firm ClickNET that bring Ka band Internet services into use in many countries based on the agreement with global satellite operators serves VoIP service with Ka band Internet access. Without needed any extra investment with IP phones, making telephone conversations, over IP protocol are possible. By this means, making cheap and free- location telephone conversations over Ka Band Satellite Internet Service is possible.
The attention should be paid in some points of VoIP applications over internet. One of them is current band wideness. Ka band internet services meet the different band widths needs for VoIP. Second point is delay period. Recommended delay period by ITU is 400 milliseconds. This time is less than requisite time of 500 milliseconds for transmission of satellite signal between earth station and satellite but there is no problem in this implementation. Another topic is package losses. The operating logic of VoIP is delicate internet connectivity. There are lots of factors in satellite communication that affect satellite signal. That’s why, BER value (Bit Error Rate) need to be pretty low, initially. For warrant VoIP traffic transmission, QoS and prioritization should be done. There are various developed coding algorithms and the most common one is G.729 Codec. 8 kbps capacity is needed for G.729 coding. Other current standard is G.723 and for this, 5.3 kbps is needed.
RoIP
Another service we offer as ClickNET with Ka Band Satellite Services is RoIP (Radio Over IP) solution. The Digital Broadcasting Transition Period of Terrestrial TV and Radio
Radio and TV channels are categorized as terrestrial, cable, satellite and Internet publications according to their transmission medium. In our country, satellite and cable publications are licensed by Radio and Television Supreme Council Corporation. Terrestrial publications broadcast as part of Radio and Television codes. Terrestrial publication establishments’ number is below by July.

3984 numbered Radio and Television Institutions and Publications code entered in force in 1994 and sentenced to make frequency plans and then license publication institutions.
In an attempt to assign channel/frequency for terrestrial broadcast to Supreme Broadcast broadcasting organizations, we went to tender for 3 times in 1997, 2001 and 2013 but licensing operations were not completed for a variety of reasons. Because of this, sorting tender of licensing terrestrial radio and television broadcast weren’t put in, code 3984’s ad interim 6st clause continues.
Within the rule of today’s technology and legal acquis AB, as a result of regulations of AB Audiovisual Media Services Instruction that entered in a force in 2007 December by broadcasting in AB Gazette, 6112 numbered code about Radio and Televisions’ Establishment and Broadcast Services entered in a force in March 3, 2011.
In 2006, Regional Radio Communication Conference (RRC-06) came together within International Telecommunication Union (ITU) in Cenevre.

- TV channel and radio frequency planning will be made by Radio and Television Supreme Board, national, regional and local territorial broadcasts’ numbers and types and multiplex numbers will determine for numerical broadcasts.
- 6112 numbered code’s release date is March 3, 2011. From this date, within 2 years latest, numerical television multiplex capacity sorting tender will put in.
- At the end of this 2 years, analog terrestrial television broadcasts will be finished countrywide and analog terrestrial television broadcasts will be stopped.
In this context, on the date of April 16-18, 2013, National Terrestrial Numerical TV Broadcast License Sorting Tender; on the date of May 2-3, 2013, Regional Terrestrial Numerical TV Broadcast License Sorting Tender; on the date of Jun 24-28, 2013 and July 01-02, 2013, Local (T3) Terrestrial Numerical TV Broadcast License Sorting Tender were performed and tender results were published in RTUK Internet website. Aforesaid tenders were confirmed by Supreme Board.
But, national tenders’ executive was stopped in the direction of court decisions about aforesaid tenders and then were cancelled.
Turkey’s terrestrial numerical broadcast standard was determined as DVB-T2 and MPEG-4 that is the last technology in numerical publishing and accordingly, Terrestrial Numerical Television (DVB-T2) Frequency Plan was prepared. Later, having regards to developments of compression technique in the world, instead of current MPEG-4, new technology HEVC (High Efficiency Video Coding – H.265) compression technique was defined.
For our customs aren’t aggrieved, devices’ necessary specifications were defined and by name of TS 13538 “Television Receivers – General Rules for Second Generation Numerical Terrestrial Broadcast System (DVB-T2)” was accepted and published by TSE (Turkish Standards Institution).
As a result, in our country, terrestrial numerical TV broadcast is not used yet. Cancelled sorting tenders make this process be late. Regulations and specifications’ editing works are continued and these works should be completed as soon as possible and sorting tenders need to be done.
