Television broadcasting is undergoing a significant transformationalongside the rapid development of technology. In addition tosatellite, cable, and internet-based television services, terrestrialtelevision broadcasting is also becoming digital. At the centerof this transformation is DVB-T2 technology.

What Is DVB-T2?

DVB-T2 stands for “Digital Video Broadcasting – Second Generation Terrestrial.” In simple terms, it is a next-generationbroadcasting technology that enables television signals to be transmitted digitally through terrestrial transmitters directlyto viewers.

In traditional analogue terrestrial television broadcasting, eachtelevision channel requires a significant amount of frequencycapacity. DVB-T2, however, makes it possible to use theavailable frequency spectrum much more efficiently.

As a result, several television channels can be transmitteddigitally within a single broadcast package. In the broadcastingindustry, this structure is known as a “multiplex.”

Does DVB-T2 Require a Satellite Dish or Internet Connection?

One of the most important advantages of DVB-T2 for consumersis that it does not require either a satellite dish or an internet connection.

DVB-T2 broadcasts are transmitted directly from terrestrialbroadcasting towers to a television antenna.

Depending on the coverage area and signal strength at theviewer’s location, broadcasts may be received using: a smallindoor UHF antenna, a window or balcony antenna or a rooftopantenna.

This means that viewers do not consume internet data or requirean active internet connection to watch television. DVB-T2 can also provide an alternative television reception method in buildings where the installation of satellite dishes is difficult orrestricted.

What Are the Advantages of DVB-T2?

DVB-T2 represents much more than simply replacing analoguebroadcasting with digital transmission. It offers importantadvantages for both broadcasters and viewers.

Thanks to more efficient use of frequency spectrum, a greaternumber of television channels can be transmitted within thesame frequency capacity.

The technology also enables the efficient transmission of high-definition HD television services. With suitable infrastructure andsufficient broadcasting capacity, it can also support higher-resolution television technologies.

Digital transmission significantly reduces many of the imageproblems commonly associated with analogue broadcasting, suchas snow, ghosting, and interference. In areas with sufficient signalstrength, viewers can receive clearer images and more stablesound quality.

Modern digital transmitter systems can also contribute to moreefficient broadcasting infrastructure and, in the long term, helpreduce energy consumption and operating costs.

Is DVB-T2 Being Used in Türkiye?

Türkiye has adopted DVB-T2 as the standard for digitalterrestrial television broadcasting. The Radio and TelevisionSupreme Council of Türkiye, RTÜK, has also prepared theNational DVB-T2 Digital Terrestrial Television Frequency Plan.

Significant developments in DVB-T2 broadcasting have takenplace in Türkiye during 2026. Digital terrestrial televisionbroadcasts from the Çamlıca Tower in Istanbul represent an important step toward the wider deployment of the technology.

According to information published by TUYAD in the February2026 edition of Dijital Yaşam, 17 television channels were beingtransmitted via two DVB-T2 multiplexes from Çamlıca Tower.

The same assessment also stated that work was continuing toexpand digital terrestrial broadcasting infrastructure in majorcities including Ankara, İzmir, Bursa, Adana, Antalya, Gaziantep, Konya, Malatya, and Trabzon.

An important point should be emphasized: DVB-T2 broadcastingin Türkiye is still in a development and deployment phase. Therefore, the number of available channels, frequencies used, and broadcasts that can be received may vary depending on the city and transmitter coverage area. For this reason, it wouldnot be accurate to state that the same number of DVB-T2 channelscan currently be received everywhere in Türkiye.

Can My Television Receive DVB-T2 Broadcasts?

To receive DVB-T2 broadcasts, a television must have a DVB-T2-compatible tuner or receiver.

Many television models manufactured in recent years alreadyinclude DVB-T2 support. Consumers can check the technicalspecifications or user manual of their television for the “DVB-T2” designation.

Users whose televisions do not include DVB-T2 support do not necessarily need to replace their television. Existing televisionscan also receive DVB-T2 broadcasts by using an external DVB-T2 set-top box or receiver.

Viewers with a DVB-T2-compatible television and a suitableantenna can scan for available broadcasts through the television’sterrestrial or digital channel search menu, provided they arelocated within a DVB-T2 coverage area.

Why Is DVB-T2 Important?

Terrestrial broadcasting should not simply be regarded as an alternative to satellite, cable, or internet television. Rather, it is an important broadcasting infrastructure that complements thesetechnologies.

Its ability to deliver television services to large audiences withoutrequiring an internet connection, its efficient use of frequencyspectrum, and its potential to provide a strong nationalbroadcasting infrastructure mean that DVB-T2 is expected to playan increasingly important role in Türkiye’s television broadcastingsector.

Developing Türkiye’s existing terrestrial broadcastinginfrastructure through next-generation digital technologiespresents significant opportunities for viewers, broadcasters, manufacturers, installers, and the wider broadcasting industry.

As TUYAD, we will continue to support the accuratecommunication of next-generation broadcasting technologies, particularly DVB-T2, to both the industry and the public, while encouraging the widespread adoption of suitablereceiver and antenna systems and contributing to thedevelopment of Türkiye’s digital broadcasting infrastructure.

Smartphones are no longer merely consumer electronics products that enable communication. Today, the smartphone is one of the most important high-technology platforms at the intersection of telecommunications technologies, semiconductors, software, artificial intelligence, cybersecurity, imaging technologies, mobile applications, and digital services. For this reason, it is not sufficient for Türkiye to view the mobile phone industry solely from the perspective of imports, sales, and consumption.

The fundamental question facing Türkiye is this: Will we remain a large market in which millions of mobile phones are consumed, or will we become a country that transforms the economic power generated by this market into manufacturing, engineering, R&D, technology, and exports? As TUYAD, we believe that our choice should be clear. Türkiye should not be a country that merely uses and imports technology products; it should be a country that develops, manufactures, and exports them.

Domestic Mobile Phone Manufacturing Is a Matter of Industrial Policy

Supporting mobile phone manufacturing in Türkiye should not be regarded simply as protecting certain manufacturers or brands.What must ultimately be protected and developed is Türkiye’s technological manufacturing capability. Manufacturing a mobile phone in Türkiye can directly or indirectly stimulate a wide range of activities beyond the assembly line itself, including electronics manufacturing, PCB assembly technologies, testing and quality systems, plastic and mechanical components, power electronics, charging equipment, antenna technologies, software, device optimization, logistics, packaging, after-sales services, and engineering.

Production that begins today with a certain level of domestic content can, if supported by the right industrial policies, gradually lead to greater use of locally sourced components, more engineering activities being carried out in Türkiye, the emergence of new suppliers, and ultimately the development of products designed and engineered in Türkiye. However, for this to happen, the industry requires continuity and long-term stability. A technology ecosystem cannot be built in a country within just a few years. Companies need long-term and predictable market conditions in order to invest in factories, machinery, human capital, R&D, and supply chains. For this reason, leaving companies that invest in Türkiye, establish manufacturing facilities, create employment, and develop technology to compete solely on price with imported products does not constitute a sound industrial policy.

The Government Should Effectively Utilize Existing Investment Incentives to Support the Development of Domestic Mobile Phone Manufacturing

Türkiye already has a strong investment incentive framework.Under the existing investment incentive system, depending on the characteristics of the project and the applicable program, support measures may include customs duty exemptions, VAT exemptions, tax reductions, interest or profit-share support, machinery support, and investment site allocation. Under regional incentive schemes, employer social security premium contribution support may also be available. Investments in strategic technology fields such as mobile phones and telecommunications electronics should be enabled to benefit from these support mechanisms as effectively as possible, provided thatthey meet the requirements of the applicable legislation.

The objective does not necessarily need to be the establishment of an entirely new or privileged incentive regime. Türkiye should use the incentive instruments already available to the government in a more effective and coordinated manner, in line with the objectives of domestic technology production and localization. In particular, strong investment incentives for new production lines, automation systems, testing equipment, and advanced manufacturing technologies are essential for manufacturers in Türkiye to remain competitive against their international counterparts.

R&D and Engineering Support Should Be Placed at the Core of Manufacturing

Türkiye’s objective should not be limited to assembling mobile phones within the country. The real objective should be to strengthen Türkiye’s capabilities in product development, software, electronic design, device optimization, telecommunications technologies, artificial intelligence applications, cybersecurity, and product engineering. For this reason, companies manufacturing mobile phones in Türkiye should be enabled to make more effective use of R&D and Design Center incentives, TÜBİTAK’s industrial R&D and innovation programs for eligible projects, and university-industry cooperation mechanisms. Türkiye’s R&D incentive framework includes mechanisms such as deductions for R&D expenditures, tax and social security contribution advantages associated with the employment of qualified personnel, stamp duty exemptions, and customs exemptions for certain R&D-related activities.TÜBİTAK also operates various support programs for research, technology development, and innovation projects undertaken by industrial enterprises. Within the mobile phone industry, these support mechanisms should be used effectively for projects focusing particularly on software, artificial intelligence, telecommunications, device security, energy efficiency, electronic design, and next-generation mobile technologies.

The Incentive System Should Reward Higher Levels of Domestic Content

The ultimate objective of supporting domestic manufacturing should not be limited to performing the final assembly of a product in Türkiye. The support system should be designed progressively so as to increase the value added generated in Türkiye over time. Manufacturers should be eligible for additional incentives when they use more locally sourced components, employ more engineers in Türkiye, conduct R&D activities, develop domestic suppliers, and export products from Türkiye. In this way, a direct relationship can be established between the incentives provided by the public sector and the localization achieved by industry. For example, the integration of domestic suppliers into areas such as PCB manufacturing and assembly, mechanical components, power electronics, charging equipment, testing and calibration services, software development, packaging, and other supporting industries can be encouraged. Over time, this approach would support not only mobile phone factories themselves but also the growth of the domestic technology supply chain developing around them.

Qualified Employment Should Also Be Supported

Human capital is one of the most critical inputs of the technology industry. It is of great importance that electronics engineers, telecommunications engineers, software developers, artificial intelligence specialists, industrial engineers, test engineers, technicians, and manufacturing personnel are trained and developed within this ecosystem in Türkiye. Existing employment incentives should therefore be used effectively to support the qualified employment created by domestic mobile phone manufacturers, while direct programs should be established between manufacturers, universities, vocational colleges, and vocational education institutions. With the right policies, Türkiye’s young population can become one of its strongest competitive advantages in this field.

Access to Finance Should Be Facilitated

Technology manufacturing requires substantial working capital and continuous investment. Manufacturers must finance machinery and production facilities while at the same time funding components, inventories, R&D activities, and human resources. For this reason, financial instruments such as interest or profit-share support available under the investment incentive system should be effectively utilized for qualifying technology investments. Such financial support instruments are already included within the existing incentive framework. In addition, consideration should be given to strengthening technology manufacturers’ access to long-term investment financing through public banks, development finance institutions, and appropriate public support mechanisms.

Exports of Mobile Phones Manufactured in Türkiye Should Also Be Encouraged

Türkiye’s objective should not be limited to supplying the domestic market through local production. Türkiye’s geographical location offers a significant advantage in terms of access to markets in Europe, the Middle East, the Balkans, the Caucasus, Central Asia, and Africa. Once an appropriate scale of production is achieved, Türkiye has the potential to become a regional manufacturing hub for mobile phones and consumer electronics.For this reason, public policy should also support the export of devices manufactured in Türkiye, their international branding, access to overseas distribution channels, and promotion in global markets. The scale provided by the domestic market should be regarded as a foundation for expanding into export markets.

Strong and Effective Import Surveillance Should Be Applied to B-Segment Mobile Phones

Import policy is one of the most critical issues for the sustainability of domestic manufacturing. Particularly in the B-segment smartphone category, which addresses a large portion of the market and is characterized by intense price competition, domestic production in Türkiye should be protected against excessively low import prices. For this reason, we believe that a strong and effective import surveillance mechanism should be applied to B-segment mobile phone imports, and that the applicable surveillance values should be reviewed regularly in line with developments in the market and the industry. The Ministry of Trade already uses import surveillance measures as one of its trade policy instruments for monitoring import trends in products that are also manufactured domestically. In 2026, surveillance values for various product groups were updated and new surveillance measures were introduced.

A similar policy approach should also be applied to the mobile phone sector, while taking into account Türkiye’s international obligations and consumer interests. The objective is not to prohibit imports. The objective is to prevent manufacturers that establish factories in Türkiye, invest, create employment, pay taxes, conduct R&D activities, and seek to develop domestic supply chains from abandoning production under unsustainable price pressure. A reasonable and predictable policy balance should be established in favor of manufacturing between companies that produce in Türkiye and those that merely import finished products and place them on the domestic market.

Incentive and Protection Policies Should Be Implemented Together

Import surveillance alone is not sufficient. Likewise, incentives alone will not be enough. A successful technology industry policy requires an integrated framework that both encourages production and creates market conditions under which production can remain sustainable. On the one hand, investment, R&D, financing, employment, and export support mechanisms should be available. On the other hand, trade policy instruments should be used to protect domestic manufacturing against excessively low-priced imports. In return for these measures, manufacturers should also be expected to deliver higher levels of domestic content, greater investment in advanced technologies, more engineering activities, increased employment, and stronger export performance.

Türkiye Should Use Its Domestic Market to Build Technological Manufacturing Capacity

Türkiye has a large and dynamic mobile phone market. A market of this scale should not be regarded merely as a marketplace for devices manufactured in different parts of the world. This demand represents an important strategic advantage for Türkiye’s industrial policy. Many of the world’s leading technology-producing countries have used the scale provided by their domestic markets to develop and expand their own manufacturing capabilities. Türkiye should do the same. The cost of losing the mobile phone factories and manufacturing capabilities that exist in Türkiye today would be significantly greater than the cost of rebuilding the same capacity in the future. For this reason, preserving existing manufacturing facilities, increasing capacity utilization rates, encouraging new investments, and expanding the domestic supply chain should be regarded as strategic priorities.

As TUYAD, we believe that mobile phone and telecommunications electronics manufacturing in Türkiye should be treated as a strategic sector; existing investment incentives should be effectively made available to qualifying investments in this field; R&D, design, software, and engineering activities should receive stronger support; companies that increase their domestic content levels should be eligible for additional incentives; special emphasis should be placed on qualified employment and the development of the domestic supply chain; manufacturers’ access to investment and working capital financing should be facilitated; exports of devices manufactured in Türkiye should be supported; and, in particular, strong and effective import surveillance mechanisms should be applied to B-segment mobile phone imports in order to protect domestic manufacturing.

Mobile phone manufacturing is not an end in itself; rather, it is an important starting point for expanding Türkiye’s electronics, telecommunications, software, and high-technology industries.

To achieve this, we must protect domestic manufacturing, support those who invest in Türkiye, and transform the strength of our domestic market into Türkiye’s technological future.

Rapid advances in satellite technologies are significantlytransforming the role of space. In particular, Low Earth Orbit (LEO) satellites should no longer be viewed solely as systemsused for communications, internet access, observation, positioning, and navigation.

New-generation small satellites, which can be produced at lowercost, deployed into orbit more rapidly, and equipped with highmobility and maneuverability, are increasingly taking on criticalroles not only in civilian and commercial applications, but also in intelligence, reconnaissance, surveillance, early warning, target detection, secure communications, and defense.

One of the most significant developments in this new era is thepotential for such systems to evolve, through the integration of advanced technologies, into dual-use platforms capable not only of defensive functions but also of active intervention andoffensive operations.

A highly maneuverable satellite may be capable of approachinganother satellite in orbit, tracking its movements, or carrying outelectronic or physical actions that could affect its mission. Suchcapabilities are fundamentally changing the understanding of security in space. Likewise, these platforms may in the future be considered as components of anti-satellite (ASAT) systems, electronic warfare assets, or strategic platforms capable of carrying different mission payloads.

These developments demonstrate that the future of satellitetechnologies will depend not only on communications capacity, but also increasingly on maneuverability, autonomous missionmanagement, precision positioning, inter-satellitecommunications, resilience against electronic warfare, spacesituational awareness, and orbital security.

LEO constellations consisting of hundreds or even thousands of small satellites offer a more distributed and flexible architecturecompared with traditional large satellite systems. Their ability tomaintain overall system functionality even if one or severalsatellites become unavailable makes such architecturesincreasingly important from both economic and strategicperspectives.

For this reason, competition among nations in space is no longerlimited to the question of “who can launch more satellites.” Thereal competition is increasingly defined by who can developsatellites faster, operate large numbers of satellites in a coordinated manner, detect orbital threats at an early stage, protect national space infrastructure, and, when necessary, develop capabilities to counter or intervene against opposingsystems.

Space is therefore becoming much more than an environment forcommunications, broadcasting, and information technologies. It is emerging as a new domain of economic independence, technological superiority, national security, and militarydeterrence. In the coming period, possessing space technologieswill be important, but the ability to develop these technologieswith domestic capabilities and establish a sustainable nationalspace ecosystem will be equally strategic.

Viewers will be able to receive digital TV broadcasts without a satellite dish or internet connection, using compact indoor antennas.

As TUYAD, we conducted on-site tests of indoor Gongren antennas designed to benefit all stakeholders across the industry, hosted by Kule A.Ş. Currently, 15 channels are actively broadcasting on the system, with plans to increase the number of channels and expand DVB-T2 broadcasts in the coming period.

Indoor antennas, which are expected to replace traditional large rooftop antennas, can also offer an important advantage for households with multiple televisions. Instead of requiring a separate set-top box for each TV, digital terrestrial broadcasts can be received with a suitable antenna.

As TUYAD, we aim to position indoor antennas as a new product and market opportunity for our industry. Enabling companies to supply these products under their own brands will contribute both to the wider adoption of digital terrestrial broadcasting and to the creation of a new market for the sector.

Profen, which currently represents the telecommunications and satellite sector in the 48th Committee of the Istanbul Chamber of Industry, continues to play an active role in representing the industry. Satellite television broadcasting has a dynamic structure that is constantly changing and evolving. As new television and radio channels begin broadcasting, the frequencies, broadcast parameters or channel rankings of existing channels may change over time.

In conventional satellite receiver systems, these changes may require users to perform a new channel scan, follow current frequencies or make manual adjustments on their devices.

TÜRKSAT Channel Update System (TKGS), is a channel update system developed by TÜRKSAT to automate this process and provide viewers using TÜRKSAT satellites with an easier and uninterrupted television experience.

Introduced in 2013, TKGS enables up-to-date information about television and radio channels to be automatically transferred to TKGS-compatible televisions and satellite receivers with TKGS approval.

This largely eliminates the need for end users to follow frequency changes, perform a new channel search after every change or create the channel list manually.

How Does TKGS Work?

Channel information and broadcast parameters relating to television and radio channels broadcasting via TÜRKSAT satellites are transmitted within the TKGS data structure.

If the TKGS feature is integrated into the device software, the device receives and processes this data and updates its own channel database.

In this way, the system can automatically:

  • Add a newly launched channel to the list,
  • Apply changes in channel frequencies,
  • Update channel information,
  • Transfer changes in channel rankings to devices.

Depending on the device’s technical implementation and the selected TKGS operating mode, channel updates can be performed in the background while the user is watching television or while the device is in standby mode.

Through this structure, TKGS transforms channel management into a largely centralized and automatic process, unlike conventional channel scanning methods.

Which Devices Can Use TKGS?

TKGS has been developed for use on devices that can receive satellite television broadcasts and have the required TKGS software infrastructure.

The main areas of use are as follows:

  1. Televisions and Smart TVs with built-in satellite receivers

On televisions equipped with a satellite tuner, channel lists can be updated through TKGS provided that the TKGS software is correctly integrated into the device software by the manufacturer.

Thus, when users connect their television directly to the satellite antenna, they can benefit from the automatic channel update features offered by TKGS without the need for an external satellite receiver.

  1. External satellite receivers and set-top boxes

TKGS can also be used on standalone satellite receivers and set-top boxes connected to a television via HDMI or similar connections. The device’s hardware and software infrastructure must meet the TKGS technical requirements, and TKGS approval must have been obtained for the relevant brand-model.

Therefore, TKGS is not a system intended only for a specific television brand or a specific satellite receiver manufacturer. It can be integrated into television and satellite receiver platforms from different manufacturers that meet the required technical criteria.

However, there is an important distinction here: A device being technically capable of receiving satellite broadcasts or being described by the manufacturer as “TKGS supported” does not, by itself, mean that it has TKGS approval.

For the TKGS service to be used officially and actively, the relevant device must have successfully completed the TKGS approval process. TKGS Can Be Actively Used Only on Approved Devices One of the most important elements for the reliability of the TKGS ecosystem is the TKGS conformity and approval process.

The TKGS service is actively used on devices that have TKGS approval.

The TKGS conformity and approval processes for devices are carried out by TUYAD – Telecommunication Satellite And Electronic Industrialsists Business People Association. Manufacturers that wish to use the TKGS service in products they will place on the market must include the relevant products in the TKGS conformity and approval process.

Moreover, TKGS approval is not assessed solely on a brand basis. Separate TKGS approval must be obtained for every brand and every model. The fact that a manufacturer or brand has previously obtained TKGS approval for one model placed on the market does not mean that different models subsequently launched under the same brand are automatically TKGS-approved.

For this reason, it is important for manufacturers to submit the required application for every new product and model.

What Does TUYAD Do in the TKGS Approval Process?

Within the scope of TKGS approval, devices submitted by the manufacturer are technically evaluated.

During the approval process, the following are examined:

  • Sample device,
  • Technical infrastructure of the device,
  • Implementation of TKGS functions,
  • Device software,
  • Correct operation of channel update functions,
  • Compliance of the system with the required technical criteria.

Products that successfully meet the required criteria are issued a TKGS Approval Certificate, and the relevant brand-model is included in the TKGS approved list.

This process should not be regarded merely as permission to use a name or logo. TKGS approval is an important technical conformity process that ensures the device can operate correctly within the TKGS ecosystem, properly process channel updates and provide the expected service to the end user.

Therefore, it is important for television or satellite receiver manufacturers to consider TKGS integration as part of the device software and system architecture rather than as a feature added at the final stage of the product development process.

What Does TKGS Provide to the End User?

The greatest advantages of TKGS for users are convenience and continuity. The objective is to keep the channel list up to date without requiring the user to have technical knowledge of satellite broadcasting.

With TKGS:

  • Up-to-date television and radio channel lists can be received automatically.
  • Newly launched channels can be added to the list automatically.
  • New broadcast information for channels whose frequencies have changed can be applied automatically by the device.
  • The user’s need to enter frequencies manually is significantly reduced.
  • There is no need to perform lengthy channel scans after every major broadcast change.
  • Updates to channel rankings can be transferred to devices.
  • In compatible operating modes, flexibility can be provided to preserve the user’s customized channel lists.
  • Channel update operations can be performed by the device in the background.

TKGS makes television use significantly easier, particularly for users who do not wish to deal with technical concepts such as satellite frequency, symbol rate, polarization or network scanning.

The fact that the majority of international trade transactions are conducted in foreign currencies exposes both exporters and importers to significant exchange rate risks and cost pressures. Expanding the use of the Turkish Lira (TRY) in trade would help businesses mitigate currency risk, improve the predictability of cost calculations, and enable more effective financial planning. Today, the humanitarian tragedy unfolding in Gaza continues to have a profound impact on millions of lives, with children, the elderly, and civilians bearing the heaviest burden. Cities can be rebuilt, but the lives lost, childhoods interrupted, and deep human suffering will remain in our collective memory. Remembering these tragedies is not only a moral obligation but a shared responsibility of humanity.

As TUYAD, representing the telecommunications industry, we firmly believe that human life, the freedom of communication, and universal humanitarian values must be protected under all circumstances.
